BIOGRAPHIES

Janet Bowman is Senior Policy Advisor for the Florida Chapter of the Nature Conservancy where she focuses on state governmental affairs including climate policy Gulf of Mexico restoration, and transportation. She has also served as Legal Director of 1000 Friends of Florida, attorney for the Senate Community Affairs Committee and the Legislative Committee on Intergovernmental Relations, and Senior Attorney for the Department of Environmental Protection.

She is currently a member of the Florida Transportation Plan Steering Committee and the Suncoast Connector Task Force. She is a past Chair of the Environmental and Land Use Law Section of the Florida Bar and a frequent speaker on conservation policy topics.

In 2018, she served as an adjunct professor at Florida State College of Law teaching environmental law. She received her J.D. from the Florida State University College of Law, and her B.A. from New College of Florida.

Gary K. Hunter, Jr. is partner with the law firm of Holtzman Vogel, PLLC and principal at the Vogel Group lobbying firm. Gary maintains a broad governmental law practice with emphasis on state government affairs, land use entitlements, property rights advocacy and environmental issues.

In nearly three decades of practice in Florida, Gary has represented Florida’s largest landowners in complex land use strategic development, litigation, and large area planning. He is equally motivated and privileged to represent everyday landowners in protecting property rights from regulatory intrusion or securing needed entitlements. Gary’s experience includes counseling clients through the maze of the federal Superfund and hazardous waste programs with litigation of both cost recovery actions as well as private landowner suits resulting from the migration of pollutants beyond property boundaries. In addition to his land use and property rights expertise, Gary spends considerable hours with Florida’s policymakers, both in the capital and throughout the state advocating for legislative policy on behalf of large land interests, community developers, Florida timeshare industry, the world’s largest energy company, Florida agriculture, and international leader in the pharmaceutical industry and others.
