Federal law mandates the establishment of a Metropolitan Planning Organization (“MPO”) for each urbanized area with a population of more than 50,000. MPOs are tasked generally with carrying out a continuing, cooperative, and comprehensive multimodal transportation planning process for the urbanized areas they cover. This presentation will provide a broad overview of the legal structure, function, and impact of MPOs in Florida.

Maria White

BIOGRAPHY

Maria White is an Assistant County Attorney for Pinellas County, Florida. Maria earned her Bachelors Degree in Government and World Affairs from The University of Tampa before earning her Juris Doctorate from Stetson University College of Law with a concentration in Environmental Law. Maria started her career with GrayRobinson’s regulated products group in Tampa before joining Pinellas County in 2022. Her practice primarily consists of real property and land use matters, and she currently serves as lead counsel for the County’s Real Property and Asset Management Division, Survey & Mapping Division, Fleet Management, and Forward Pinellas (the County’s combined Planning Council and Metropolitan Planning Organization). Maria is also a new member of the Florida Bar Environmental and Land Use Law Section’s Executive Council.
